Western New York Outdoor Recreation and Cultural Tourism Study

SE Group collaborated with the New York State Office of Parks, Recreation, and Historic Preservation (OPRHP) and regional tourism partners to develop a comprehensive understanding of the outdoor recreation and cultural tourism landscape in Western New York (WNY). The study assessed over 2,000 tourism assets across ten counties and three Seneca Nation territories, providing the first regional framework for coordinated tourism development and investment. Findings from this effort will inform future strategies for economic growth, brand identity, and the enhancement of tourism experiences across the region.

Western New York is home to a remarkable mix of outdoor recreation destinations, world-class cultural institutions, and iconic landmarks such as Niagara Falls. Despite these assets, the region had lacked a comprehensive evaluation of how its diverse attractions connect to one another and contribute to regional identity. This project reveals the shared strengths, opportunities, and stories that define Western New York, positioning the region to grow its tourism economy while maintaining its authenticity and sense of place.

The Challenge

The region’s tourism assets are vast but fragmented, with each county and organization pursuing its own development and promotional strategies. The challenge was to identify common themes, analyze existing conditions, and uncover opportunities for greater coordination and shared branding. The team also needed to understand the balance between well-known destinations and emerging communities, ensuring that all areas of Western New York could benefit from increased tourism and recreation investment.

SE Group’s Role

SE Group led the outdoor recreation and tourism asset inventory, data analysis, and strategic framework development for the study. The team:

  • Cataloged more than 2,000 recreation and cultural tourism assets across Western New York.
  • Analyzed existing tourism and economic data to understand spending patterns, visitation, and business density.
  • Identified “power assets” that define the region’s tourism identity, including trail-based recreation, water-based recreation, and cultural tourism.
  • Developed conceptual “big ideas” and actionable strategies to strengthen tourism networks, enhance accessibility, and promote regional collaboration.
  • Worked closely with state agencies, the Seneca Nation, and local stakeholders to ensure an inclusive and regionally grounded approach.
