Community Vision Plan

The City of Mena Vision Plan is a project to develop Mena, Arkansas into a recreation hub that is vibrant and excited to host new mountain bike trails at the adjacent Queen Wilhelmina State Park. Produced in conjunction with the “Trails at Mena” Master Plan, this document imagines how the city itself can transform to support the bike-related tourism that is expected with the development of the trail system at the state park. This plan gives the City of Mena recommendations on how to harness bike tourism through safer streets, art, culture, and entrepreneurship.
