The project consisted of data analysis, network analysis, and conceptual designs for potential safety enhancements. The study also included robust public engagement through focus group meetings, visioning survey, post-ride surveys, and an open house. The project's central goal was to establish a visitor capacity figure that ensured that all system components are in balance.
