Roaring Fork Valley Low-Tech Process-Based Restoration
SE Group is currently working with the National Forest Foundation to support the White River National Forest in navigating the requirements of the National Environmental Policy Act (NEPA) for the Roaring Fork Valley Low-Tech Process-Based Restoration Project. The effort encompasses approximately 426 acres across three sites within Colorado’s Roaring Fork Valley: Chapman Campground, Fourmile Park, and Middle Thompson Park.
The project was initiated to improve the health and resilience of riparian ecosystems affected by human influences. These landscapes provide valuable wildlife habitat and watershed functions while also supporting surrounding communities and recreation. Restoring their natural processes can strengthen the watershed, create valuable species habitat, mitigate wildfire-related risks, and help these ecosystems respond to changing environmental conditions.
Low-tech process-based restoration uses minimally invasive techniques to encourage the recovery of natural hydrologic and ecological functions. Proposed activities include beaver dam analogs, post-assisted log structures, Zeedyk structures, and vegetation management. By using locally sourced materials and working with existing landscape processes, these treatments are intended to restore riparian and instream habitat without relying on disruptive heavy equipment.
SE Group is leading the preparation of multiple Categorical Exclusions and supporting documentation under NEPA. The review of resource effects combines field investigations and environmental analysis to evaluate the natural and cultural resources across the three project areas. Particular attention is being given to sensitive species and riparian habitat, cultural resources, wetlands, and soils, with the findings informing the project’s environmental review and decision documentation.
Working closely with the National Forest Foundation and White River National Forest, SE Group is coordinating a team that includes Western Bionomics, Inc. and Alpine Archaeological Consultants, Inc. Together, the team brings experience in low-tech process-based restoration, Forest Service environmental review, and the ecological and cultural conditions of the Roaring Fork Valley. The resulting analysis will evaluate potential extraordinary circumstances, identify appropriate resource protection measures, and document the anticipated effects and ecological benefits of the proposed activities. Ultimately, this work will provide the White River National Forest with a clear and defensible path toward an informed agency decision, helping advance restoration that supports healthier, more resilient riverscapes throughout the Roaring Fork Valley.
